U.S. Army Field Band Electrical Upgrade

Project Overview

Plenary Enterprises, LLC was contracted by the Directorate of Public Works at Fort George G. Meade to execute a critical electrical infrastructure upgrade for Building 4214, home to the U.S. Army Field Band.

 The existing electrical system was insufficient to safely support the operational demands of rehearsals, studio production, and live performance preparation.

Our mandate was to design and implement a modernized electrical distribution system capable of delivering reliable, high-capacity power across multiple studios and operational areas, while adhering to strict federal, safety, and security requirements.

The Challenge

The project presented a multifaceted set of challenges:

  • Insufficient Electrical Capacity: The building’s legacy system could not safely support modern studio equipment and performance needs.
  • Operational Continuity: Work had to be executed without disrupting active use of the facility.
  • Utility Coordination: Integration with a privatized utility system (Baltimore Gas & Electric) required precise coordination and compliance.
  • Security Protocols: All personnel were required to meet federal clearance standards and complete specialized training (NCIC, AT Level I, OPSEC, iWATCH).
  • Technical Complexity: The project required installation of high-capacity 3-phase systems, distribution panels, and studio-specific safety infrastructure.
Plenary's Approach
  1. Strategic Planning & Load Analysis

We began with a comprehensive electrical load survey of the existing transformer infrastructure serving Buildings 4214 and 4215. This data was critical in determining system requirements and securing approvals from Baltimore Gas & Electric (BGE).

  1. Utility & Infrastructure Coordination

Our team worked directly with BGE to:

    • Define infrastructure requirements
    • Align on service capacity upgrades
    • Ensure compliance with utility standards

We facilitated the installation of supporting infrastructure, including transformer pads, meter sockets, and duct banks, ensuring seamless integration with the base’s privatized electrical system.

  1. High-Capacity Electrical Installation

Plenary delivered a complete upgrade of the building’s electrical backbone, including:

    • Installation of a 400A, 208/120V, 3-phase, 4-wire electrical service
    • Deployment of a new 400A distribution panel
    • Installation of a 400A safety switch at the loading dock with Cam-Lok connectivity for mobile power distribution
    • Full system termination, testing, and certification by licensed professionals prior to energization
  1. Studio Power Distribution

To support the Field Band’s performance and rehearsal needs, we:

    • Installed dedicated 100A circuits to three separate studios
    • Integrated three 240V, 100A safety disconnect switches
    • Enabled flexible, high-capacity connections to professional-grade power distribution units (PDUs)
  1. Targeted Interior Enhancements

Additional improvements included:

    • Installation of new 20A circuits and receptacles in key second-floor locations
    • Optimization of existing panel capacity, with contingency sub-panel installation where required
  1. Site Restoration & Compliance

All disturbed areas were restored to original condition, including grading, topsoil replacement, and seeding. The project met all federal compliance standards, including safety certification and operational readiness protocols.

The Outcome

Plenary Enterprises successfully delivered a modern, scalable electrical system that:

  • Meets the operational demands of a premier military musical organization
  • Enhances safety and reliability across all studio environments
  • Provides flexible power distribution for rehearsals, events, and production
  • Aligns with federal infrastructure and security requirements

The upgraded system ensures that the U.S. Army Field Band can operate at full capacity with confidence in the reliability and safety of its electrical infrastructure.
